An important bill on monitoring migrant children in the educational system has been submitted to the State Duma
As reported by TUT.AZ, the Russian government has submitted a new bill to the State Duma that provides for the creation of an information exchange system between the Ministry of Internal Affairs and educational departments regarding children of foreign citizens.
The proposed changes will affect several federal laws. In particular, the law "On the Legal Status of Foreign Citizens in the Russian Federation" plans to establish the obligation of regional and municipal educational departments to transfer to the Ministry of Internal Affairs data on the results of language testing of migrant children, information about their enrollment in educational institutions or expulsion. In addition, educational organizations will have to inform law enforcement agencies about appeals from underage foreigners and their legal representatives included in the register of controlled persons.
In turn, the Ministry of Internal Affairs undertakes to provide regional departments with information about the registration of migrant children at their place of residence or deregistration. All information exchange is planned to be carried out through a unified system of interdepartmental electronic interaction, the procedure for which will be determined by the government of the Russian Federation.
At the same time, the Ministry of Education of the Russian Federation has developed a draft order introducing additional requirements for enrolling children of foreign citizens in preschool institutions. The document, published on the portal of draft regulatory legal acts, provides for the mandatory provision of a medical certificate confirming the absence of dangerous infectious diseases in a foreign child.
"The parent (parents) (legal representative(s)) of a child who is a foreign citizen or a stateless person must present: <...> a medical certificate confirming the absence of infectious diseases that pose a danger to others in a child who is a foreign citizen or a stateless person, provided for by the list approved by the federal executive body authorized by the government of the Russian Federation in accordance with part 2 of article 43 of federal law No. 323-FZ of November 21, 2011 "On the Fundamentals of Health Protection of Citizens in the Russian Federation," - the draft states.
According to the explanatory note, the proposed changes are aimed at ensuring the epidemiological safety of all kindergarten children.
