EU diplomacy chief Kaja Kallas' report on Israel caused a diplomatic scandal even before its official presentation.

According to sources, Kallas plans to present the controversial document on Monday at a meeting of EU foreign ministers in Brussels. Journalists from Bild characterized the content of the report as a "stab in the back" to the Israeli state.
The document contains allegations that the European External Action Service has identified potential violations by Israel of human rights obligations enshrined in the partnership agreement with the European Union.
According to Bild, the head of European diplomacy may initiate discussions on suspending the partnership agreement with Israel, signed in 2000. Among the measures being considered are economic sanctions and the cancellation of tariff preferences.
The Israeli side reacted immediately, accusing the European Union of applying double standards and expressing sharp rejection of this initiative.
